Marcel Khouw Marcel Khouw is a Senior Project Manager in the Public Works Department at IDS Engineering Group. He is a licensed professional civil engineer in the State of Texas and the State of Hawaii. His career has focused on the planning, engineering, construction, and maintenance of public works utilities in the Houston region. He has worked on projects for municipal utility districts in Harris, Montgomery, Fort Bend, and Brazoria counties as well as the cities of Houston, Sugar Land, Pearland, Galveston, and Pasadena. Marcel also serves as the engineer for the Central Harris County Regional Water Authority and the North Channel Water Authority, where he has managed the implementation of the Groundwater Reduction Plan and the conversion to surface water.
Paul Walker Paul Walker is a Senior Vice President at Carollo Engineers, Inc. He has a B.S. and M.S. in civil engineering and an M.S. in limnology. He has worked on water projects throughout the United States for over 25 years serving a variety of municipal, agency, and private sector clients. He is currently serving as the Senior Advisor to the City of Houston on the Northeast Water Purification Plant Expansion.

Marilyn Burgess is your Harris County District Clerk. A seasoned businesswoman with leadership skills and administrative experience, Ms. Burgess graduated from Louisiana State University with an accounting degree in 1975 and practiced as a CPA for more than 30 years. Besides her work in the private sector, Ms. Burgess has also served the community. Ms. Burgess led the Texas Parent Teachers Association (PTA) as Executive Director from 1999 to 2001. In that role, she worked with state lawmakers to pass legislation that benefited the health, education, and welfare of Texas children. Ms. Burgess also stood firm against school vouchers that would have redirected tax dollars to private schools. During her time leading the Texas Parent Teachers Association, Ms. Burgess found her calling to advocate for causes that improve the lives of working and middle-class families, single mothers, and teachers. Ms. Burgess moved to Houston in 2002 and served as President of the North Houston-Greenspoint Chamber of Commerce from 2002 to 2006. In this position, Ms. Burgess quickly learned about her new community by collaborating with Houston and Harris County elected officials, as well as local and regional community and business leaders. Ms. Burgess gained a comprehensive and insightful knowledge of Greater Houston’s economy and political landscape. Prior to being elected District Clerk, Ms. Burgess worked as the Chief Financial Officer at a family-owned fastener company based in north Harris County. Ms. Burgess developed her belief in hard work and public service from her parents Oda and Glover Rockett. Both of them held elected office in her hometown of Spearsville, LA. Her father represented the region in a role similar to county commissioner for 12 years. After Ms. Burgess’ mother retired from her position as chair of the local hospital board, she went on to serve the community as mayor of Spearsville during the final years of her life. In 2018, Ms. Burgess ran for Harris County District Clerk on a platform focused on modernizing the jury system by launching online registration for prospective jurors, increasing the diversity of juries, and ensuring a living wage for the hardworking professionals that staff the District Clerk’s Office. As District Clerk, she is working hard to make the DCO more efficient, innovative and technology-driven. Ms. Burgess oversees a budget of $39 million and a staff of more than 500 people. |

Where were you on 9/11/01?
SPEAKER: Billy Forney will share his story in “real time” starting at 7:30 a.m.
When the first plane hit on 9/11, Billy was on the 85th floor of One World Trade Center working as a commodity options trader for SMW trading Company. Despite twice thinking he would die that day, he made it out of the building, helping others along the way. His survival story has been re-told numerous times in books, magazines, on radio and TV, and online. Billy is a native Houstonian and a graduate of Rice University. Following careers in financial services, commodity trading, and the oil industry, Billy is currently the CEO of Palace Social, the rejuvenation of the historic Palace Bowling Lanes on Bellaire Boulevard in Houston. Billy and his wife, Tobey, live in West University Place where they are raising three children - Isabella, Luke, and Lexie.

Dr. Robert B. Sloan, Jr.
Dr. Robert Sloan began his term as the third President of HBU on Sept. 1, 2006. Under his leadership the university has achieved unprecedented growth in programs, facilities, and enrollment. Dr. Sloan came to HBU from Baylor University, where he served as President and Chancellor from 1995 to 2006. Previously, he was a faculty member at Baylor U., Southwestern Baptist Theological Seminary, and Hardin Simmons U. He also served as a pastor at more than 20 churches in Texas and Oklahoma. Sloan has written three books and has published extensively during his career. Dr. Sloan graduated from Baylor U. in 1970, earned a Master of Divinity degree from Princeton Theological Seminary in 1973, and a Doktor der Theologie insignia from the U. of Basel, Switzerland in 1978. He is a native Texan, having been born in Coleman and raised in Abilene. He and his wife have seven children and five grandchildren. |

Article II - ELECTION OF OFFICERS AND DIRECTORSSECTION 1. Officers and five regular Directors shall be elected each year. The election shall be held on the annual meeting date as hereinafter provided. All officers and Directors-at-Large shall be elected or appointed, as applicable, to serve for a period of one year and all other Directors shall be elected to serve for a period of three years. SECTION 2. ELIGIBILITY REQUIREMENTS. Any member in good standing may hold office, except:
SECTION 3. ELECTION COMMITTEE. At least six weeks prior to the annual meeting date, the President with the approval of the Board of Directors, shall appoint an Election Committee of three members. Such Election Committee shall examine and pass on the validity of all ballots and count them. The Election Committee may appoint as many additional members as it may need to carry out its functions. SECTION 4. NOMINATING COMMITTEE. At least six weeks prior to the annual meeting, a Nominating Committee shall be named by the President, with the advice and approval of the Board of Directors. Such Nominating Committee shall consist of not less than seven nor more than eleven members. Six weeks prior to the annual meeting date the chairperson of the Nominating Committee shall explain the details of the election at a regular meeting and invite suggestions of names of Rotarians suitable and qualified as officers and directors. Such a proposal for nomination must be signed by a Club member and must be made on a form approved be the Directors which form shall give pertinent data including the Rotary record of the person proposed. “It shall be the duty of the Nominating Committee to prepare a ballot which shall include at least one nominee for the offices of President-Elect, Treasurer, Sergeant-at-Arms; and at least 8 nominees but not more than 15 for the office of Director. If less than the minimum number of names is proposed by the general membership for any office, the Nominating Committee shall propose sufficient additional names to meet the required minimum for the office. If more than the maximum number of names is proposed by the general membership for any office, the Nominating Committee, by a majority vote of at least two-thirds of its members, shall restrict the nominees for that office to the specified maximum. The Nominating Committee shall obtain a member’s consent before placing his or her name on the ballot. The position of the nominees on the ballot shall be determined by the nominees and conducted by the chairman of the Nominating Committee and the Club secretary. SECTION 5. ELECTION. On the Thursday, 21 days prior to the election, the names and pictures of those members selected by the Nominating Committee shall appear on the Club’s electronic website and sent to each member via electronic mail (or post card (regular mail) if electronic mail is unavailable for such member.) On the Monday, seventeen (17) days before the annual meeting date, the Secretary shall mail to every member a ballot, with a return envelope directed to the Election Committee, Rotary Club of Houston, at the then current address. The deadline date is the Monday, 3 days prior to the annual meeting date. Any envelopes received after the above date shall not be considered valid. The Secretary shall turn the ballots over to the Election Committee unopened not later than 2:00 PM on Wednesday following the deadline date. The Election Committee shall never disclose to anyone the number of votes that any person received. When the votes are counted, the chairperson of the Election Committee shall announce the winners on the annual meeting date. Should there be a tie vote in the final election for any office, it shall be so announced and those members’ names shall appear on a paper ballot for the membership to vote on at the next regularly scheduled meeting, two weeks following the date of the election. |

KIM OGG - HARRIS COUNTY DISTRICT ATTORNEYKim Ogg is the elected Harris County District Attorney. She is a native Houstonian licensed by the State Bar of Texas in 1987 and recognized as a specialist in Criminal Law by the Board of Legal Specialization since 1992. Upon taking office, she promised a new era of criminal justice by insuring a just process for the victim, the accused, and the community in every case. She has focused her prosecutors on public safety by prioritizing disposition of crimes against people and property. Kim's legal career began in 1987 as a line prosecutor for the Harris County D.A. While serving as a Chief Felony Prosecutor, she was appointed Houston’s first Anti-Gang Task Force Director in 1994. From 1999 - 2006, Kim served as the Executive Director of Crime Stoppers of Houston. In 2006, Kim transitioned to private legal practice and became the managing partner of her own law firm. Kim now brings her strong track record of public service and thirty years of criminal justice experience to the position of Harris County D.A. During the first six months of her Administration, she has successfully advanced major drug policy and bail reform, diversified the leadership of the District Attorney's Office and effected legislative reform on behalf of crime victims.

Kent Clingerman Harris County Precinct 4 Kent Clingerman is a native Houstonian, growing up on the north side of the city. He joined the Community Assistance Department at Harris County Precinct 4 in December of 2014. Visiting with citizens and community groups across Precinct 4, Kent educates residents regarding the programs and services Precinct 4 has to offer with our Parks, Senior Adult Programs and road and bridge maintenance. Kent also has worked closely with the Harris County Office of Homeland Security and Emergency Management.

DIRECTOR OF HYDROLOGIC OPERATIONS/METEOROLOGIST JEFF LINDNER Joining the Harris County Flood Control District in 2003 as the District’s first meteorologist is one of many precedents set by Jeff Lindner. In his primary role as Director of the Hydrologic Operations Division and Harris County meteorologist, Jeff implements regular communication with multiple agencies, elected officials, and media partners during episodes of severe weather. Jeff oversees the operation of the District’s flood operations, the flood warning system, and flood forecasting efforts. He has developed multiple presentations and preparedness materials on hurricane impacts, flooding, and drought and how to prepare and respond to these weather events. Jeff holds a Bachelor of Science degree in meteorology from Texas A&M University. He is a member of the national and local chapters of the American Meteorological Society and of the Texas Gulf Coast Emergency Managers Association, the National Hydrological Warning Council, and the ALERT Users Group. |

Maria Aguirre Maria Aguirre joined Port Houston in 2021 as the Director of the Community Relations & Events Department, which focuses on outreach activities involving Port Authority and Port of Houston community stakeholders. Prior to joining the Port, Aguirre worked at Avenue CDC where she served as the Director of Community Initiatives. Her accomplishments include securing a $750,000 grant for the Northline Community and a $675,000 grant for capacity building and advocacy efforts in the Greater Northside. She also implemented the BUILD health challenge grant that helped refer 700 homes to the Health Department Lead Abatement program. Maria was also selected as the 2020 Houston Texans Campeón de la Comunidad, which honors an outstanding leader in the Latino community who is making a positive impact on the city of Houston through service and dedication to a local non-profit. Maria is a Cum Laude graduate of Baylor University, with a Bachelor of Arts in International Studies. She is also a Certified Associate in Project Management. She is currently pursuing a master’s degree from Harvard University – Extension school. Garret Berg Garret Berg is the Manager of Community Relations for the Port of Houston Authority. Garret is a graduate of Texas Tech University, where he earned his B.A in Business Administration and Public Relations. His 10+ years of experience in the marketing and healthcare industries, including his previous position with the Harris County Precinct 4 Commissioner’s office, has helped to create a focused passion for working in the community. His current role with PHA focuses on the maritime industry and stakeholder engagement near and within the Houston port region. Garret enjoys spending his free time with his wife and sons.
