Brian Murray is the Assistant Deputy Coordinator for Homeland Security & Emergency Management, Public Information Officer, and Communications Supervisor for the Harris County Office of Homeland Security & Emergency Management (HCOHSEM).
 
Murray supervises a communications team specializing in media relations, marketing, social media, communications planning, and public education. Before becoming PIO in June 2019, he served as the Planning Section Supervisor during Hurricane Harvey and the Deer Park Tank Fire incident.
 
Developing the processes and technology for communicating with the public during disasters has been at the center of Murray’s career at HCOHSEM. He helped establish the first physical Regional Joint Information Center at Houston TranStar and his work in developing “JIC Strike Teams” earned HCOHSEM an Outstanding Emergency Public Information Aware from the Emergency Management Association of Texas in 2015. In addition, he was the Public Information Officer of the Houston Area Local Emergency Communication Committee and a member of 2 working groups attached to the Federal Communications Commission’s Communications Security Reliability and Interoperability Council (CSRIC) charged with charting the future development of Wireless Emergency Alerts and accessible public information.
 
Murray earned a Bachelor of Arts in Communications from the University of Houston – Downtown as well as a Master of Public Administration and Graduate Certificate in Homeland Security from Pennsylvania State University.
